罗洁律师毕业于复旦大学法学院，获得法学士学位及学法硕士学位。2011年成为北京市隆安律师事务所上海办公室的高级合伙人，具有26年以上的执业经验。罗洁律师在涉外法律服务领域表现突出，凭借其坚实的法学理论、细致的观察力、敏锐的商务洞察力及双语谈判技巧，在公司治理、合规、跨境收购与兼并、国际贸易、争议解决（诉讼与商事仲裁）领域积累了极其丰富的执业经验，其担任法律顾问的客户包括上海市政府外办、上海市市场监督管理局、上海市徐汇区人民政府、跨国企业、离岸公司、世界500强企业在中国的投资总部等外商投资企业。

罗律师执业领域包括：兼并与收购、商业合规、国际贸易、外汇管理和配额管理、知识产权、公司法与法律顾问、企业破产、重整与清算、争议解决。行业领域涉及房地产、建设工程、电子产品制造业、医疗、化工、电子商务、快消品等。

罗洁律师现任上海市律师协会竞争与反垄断业务研究委员会副主任。

LUO Jie (Angela LUO) Senior Partner

Angela LUO received her LL.B. and LL.M. degrees from Fudan University Law School. In 2011, she became the senior partner of Beijing Long An Law Firm Shanghai Office. She has more than 26 years of legal practice experience. Angela excels in the field of foreign-related legal services, and with her solid legal theories, meticulous observation, keen business insight and bilingual negotiation skills, she has accumulated extensive experiences in corporate governance, compliance, cross-border mergers and acquisitions, international trade and dispute resolution (litigation and commercial arbitration). Her clients include Shanghai Municipal Administration of Foreign Affairs, Shanghai Municipal Administration for Market Regulation, Shanghai Xuhui District People's Government, multinational corporations, offshore entities, and foreign-invested enterprises such as the investment headquarters of Fortune Global 500 companies in China.

Angela's practice areas include mergers and acquisitions, business compliance, international trade, foreign exchange and quota management, intellectual property, corporate law and legal counsel, enterprise bankruptcy, restructuring and liquidation, and dispute resolution. Industry fields include real estate, construction, electronic product manufacturing, medical treatment, chemical industry, e-commerce, fast manufacture consumer goods, etc.

Angela is currently the Deputy Director of the Competition and Antitrust Practice Research Committee of Shanghai Bar Association.

Over the years, Angela has been committed to the training of young legal professionals, and currently serves as a part-time tutor of the Master of International Law at East China University of Political Science and Law.
